that makes a lot of sense also right?

in other areas dont' we arrest someone AFTER they've committed a crime and not before....in general?

why not arrest a guy who drives by a liquor store since he may buy beer, drink it and cause a wreck

why not arrest a guy who stopped a little too long in front of that heroin pusher in Times square since he may buy it, take it and break into your house right?
