I tell all the lifters that I train, to come as close to breaking the rules as possible. It dosnt make any sense to go a fraction lower than you have to in the squat, you break parelell and that is all, I would rather get my squat with out the help of the spotters, than to go a inch lower just to make the judges job less difficult. The same on the bench. Why would a lifter want to flat back instead of arching, and leaving just enough of his butt on the bench to pass, just to make it easier for the judges? A powerlifter trains to long and hard to have to give up pounds off his lifts or total just to make it easier on the judges.
