Kyle - I would like to clarify what WAS on paper. Here is a post on Goheavy which was taken directly from the USAW website. The post was from Jesse Reynolds and you can see the date. It seems to give the credit for the slot to Dragomir. I am not sure where the blame will fall, as some are quicker to claim credit than accept blame.
It would not shock me to see a "circle the wagons mentality" adopted here. We will see what happens.

(NOTE THAT THE NEWS ITEM BELOW WAS DELETED FROM THE USAW WEBSITE SHORTLY AFTER IT WAS POSTED. IT DOESN'T SOUND LIKE THE SLOT WAS A "MAYBE" OR A "PROBABLY." NOTE THE DATE.)

We are pleased to announce that USA Weightlifting has been granted 3 Olympic Men Slots for the 2008 Olympic Games in Beijing. We would like to thank both Mr. Dragomir Cioroslan and the International Weightlifting Federation for their efforts in allotting USA Weightlifting with an additional slot.
