If it turns out that the late '70s was the pinnacle of steroid use, then the whole argument goes up in smoke.
Wasn't it around '88 that steroid testing was instituted? Didn't a bunch of U.S. lifters suddenly go home 'injured' at the '88 Worlds when word spread that there was going to be testing? I think steroids were added to the IOC banned list in 1975. Steroids's legal classification was changed in 1988 and in 1990 they were put on the Class III drug schedule. Someone correct me if I'm wrong.
It COULD be that steroid use in sports slowed down after 1975. COULD be. The bodybuilders of today dwarf the Arnolds and other lifters of the '70s. It's pretty well accepted that the dosages in bodybuilding actually went UP, by a lot.
