When I asked the same question (not of a BOD Member), it was postulated that this was meant only to mean for the multiple secondary qualifiers. But if that's true, that isn't what it says.

"...In the case of a tie, the total that was posted first will have precedence, per the rules of weightlifting...."

If we are reading this correctly, then it includes the Primary as well.

IF the BOD only meant this for the non primary events, that should be spelled out to avoid any misunderstanding and possible lawsuits that this imprecise language can lead to.
