I have done exactly this on several ocassions when my nominal training venues were closed.

Generally, people either ignored me or stared from a distance in utter puzzlement, despite my smiling and saying 'hi' to people in proximity.

In all those times, only one guy asked me any questions at all, and about my squats, but he already knew a little bit about the sport - although he did refer to it as "powerlifting".

I think exhibitions and outreach to high schools are very good recruiting tools. Why not do ocassional or even regular team training sessions in a public square, park, festival, fair, and such? Maybe a sporting goods emporium would be up for turning over part of their parking lot for such?

TV would be nice. Although rugby is not a big spectator sport in the USA, USA Rugby has managed to get their Churchill Cup and Rugby World Cup Qualifiers broadcast on Universal Sports/NBC. But USA Rugby has managed to get interest to a decent level by building youth and high school programs, thus building better collegiate and club rugby, thus making the USA Eagles better in international competition. The USAW needs to duplicate such efforts, and it CAN: USA Rugby has been doing this with very little money.
